1. Introduction and Overview

The Recreational Water Use Manual (RWUM) consists of Policies, Regulations, Guidelines and Delegations of Authority, collectively dealing with the regulation, management and control of recreational water use in terms of the National Water Act (NWA), 1998 (Act No. 36 of 1998).

In addition, links are provided to other relevant information and references (refer item 6) that supports the implementation of the RWUM and recreational water use operational policy.

Recreational water use (i.e. using water for recreational purposes in terms of Section 21(k) of the NWA) means the use of water for recreational purposes and includes all activities that require the use of water, including the surface of water, for –

(a) the exclusive purpose of sport, tourism or leisure;
(b) personal or commercial recreational water use; or
(c) activities which contribute to the general health, well-being and skills development of individuals and society.

The RWUM main series consists of two sub-series of documents: ‘Program’ and ‘Administrative’. Documents in the ‘Program’ sub-series are for both external and internal consumption. Those in the ‘Administration’ sub-series are primarily to direct and define DWAF’s internal processes and procedures.

The main series is denoted by a three digit alpha code ‘RWU’, followed by a code indicating the type of document (‘O’ for Policy, ‘R’ for Regulations, ‘G’ for Guideline, ‘D’ for Delegation), followed by the sub-series code: ‘P’ for the Program series and ‘A’ for the Administrative, followed by numeric numbering (e.g. RWU OP1).

A list of acronyms employed in the RWUM documents has been included under item 4.1 (RWU GP1).

2. Policies

These documents contain statements of direction and principles, establish goals and objectives, and define the broad framework in which the recreational water use program accomplishment will occur. Policies are authorised by the relevant Management Committees of DWAF.

4. Guidelines
