Water Services Act Definition Basic water supply means the prescribed minimum standard of water supply services necessary for the reliable supply of a sufficient quantity and quality of water to households, including informal households, to support life and personal hygiene. [Source: Water Services (Act No. 108 of 1997)] Description The National Water Act refers to this as a 'basic human need'. This is the least amount of water required to satisfy basic water requirements and is currently set at 25 l/p/d. Why is a basic water supply important? The Constitution of South African recognises the right of everyone to have access to sufficient food and water. Fundamental objectives of managing South African water resources include achieving equitable access to water, sustainable use of water and efficient and effective water use.
