While it is common in the literature to use various roughness coefficients I have, for
several reasons, used a 'relaxation time' constant instead. 
  - Simplicity and speed of calculation. 
- Full use of Manning's equation requires more information about the channel than I have. 
- The relaxation time governs how quickly the differences between levels in lake cells
    settle out. ie. Governs the ``time taken for the lake to relax''. See equation 34
