"If you can't measure it, you can't manage it" :
This principle applies as much to water resource management as it applies to managing any other kind of human endeavour. The need for monitoring and assessment of water quality to be an integral part of water resources management in South Africa is stated explicitly in the National Water Act (Act No. 36 of 1998), which mandates the Minister of Water and Sanitation to establish national monitoring systems that monitor, record, assess and disseminate information on water resources.
