International Programmes

DWS has partnered with SALGA to request technical support from Japanese International Cooperative Agency (JICA) to strengthen the training capacity of the IBTC for the benefit of the water sector. JICA approved the Technical Assistance (TA) project with an endorsement from National Treasury. An agreement was signed between the water sector and JICA on 21 April 2017. From September 2019 IBTC will be offering training on Non-Revenue Water to municipal officials throughout the country. This project is in partnership with SALGA and the Japanese Government through the JICA.

The technical cooperation will focus on the development of a training package on Non-Revenue Water(NRW) and will ensure that training provided by JICA is accessible and offered in South Africa. The IBTC as a centre has been selected for the provision of National Non Revenue Training as it is already accredited with MerSETA and is already offering training programmes. The implementation of the JICA supported programme will benefit and South Africa’s water sector, led by DWS with its water partners.

What is Non-Revenue Water:

NRW in municipal water services is defined as: “the water which is produced at the costs but lost before reaching customers, or but not used effectively. Physical losses, or leakages, divert precious water from reaching customers and increase operating costs. They also result in larger investments than necessary to augment network capacity. Commercial losses, caused by customer meter inaccuracies, poor data handling, and illegal connections/bypassing, reduce income and thereby financial resource generation.

Reducing NRW releases new sources of both water and finances. Reducing excessive physical losses results in a greater amount of water available for consumption and postpones the need for investing in new sources. It also lowers operating costs. Similarly, reducing commercial losses generates more revenue.

Objectives of National Non-Revenue Water Programme:

  • To increase the skills and capacity of the water sector in particular local government in tackling Non-Revenue Water (NRW).
  • To empower all identified beneficiaries with relevant skills and knowledge to manage NRW
  • To develop the technical skills and knowledge on NRW in order to meet the demand of the daily routine work in municipalities.

Knowledge and Practical Content

  • Orientation and general overview.
  • Bulk meter knowledge, technique( including pipe fitting)
  • Customer meter knowledge and technique.
  • Reticulation facility planning, operation and maintenance ( valves, fire hydrant, air valves etc.)
  • District metered area(DMA) and measurement planning.
  • Data logging and analysis.
  • Water balance analysis.
  • NRW reduction strategy planning and presentation.
  • Fundamental knowledge of active leakage equipment
  • Fundamental knowledge of conditional assessment.

Workplace component

  • Contents and log book are to be set along the curriculum with support by DWS.
  • Workplace training will take place at the respective municipalities.

Training Period and Stages

National NRW is a crash course consisting of thirty (30) weekdays of training ( not consecutively) over an eight(8) week period.

  • Stage 1: Theory and Practice: 5 weekdays solid at IBTC.
  • Stage 2: Workplace: 10 weekdays in participating municipalities with mentors and the support of facilitators.
  • Stage 3: Theory and practice: 5 weekedays solid at IBTC.
  • Stage 4: Workplace:10 weekdays in participationg municipalities with mentors and the support of facilitators.
