Water Service Authorities

There are 144 municipalities which are designated as Water Service Authorities (WSAs). The successful implementation of the FSM strategy will depend upon their cooperation and support. While all WSAs are municipalities, not all municipalities play the role of a WSA.

Desired behaviours for this audience to adopt:

  • Shift their focus from building toilets to safely managing sanitation
  • Consult/Involve communities when planning and constructing sanitation facilities
  • Plan and budget for providing FSM services to all those using on-site sanitation
  • Establish treatment facilities for FS (i.e. faecal sludge treatment plants)
  • Know, monitor and regulate local service providers
  • Promote and support beneficial use of faecal sludge, and regulate quality and safety.
By following these behaviours, this audience can:
  • Sustain improved sanitation
  • Avoid endless sanitation backlogs
  • Encourage economic activity (support FSM industry)
  • Protect environmental health
  • Improve and support community health and wellbeing
  • Fulfil people's rights as outlined in Section 24 of the Constitution and SDGs
  • Practice "Batho Pele" principles of equal access.
