The relevant staff of the DWS both at head office and the nine provincial/regional DWS offices who are expected to support and regulate sanitation services.
Desired behaviours for this audience to adopt:
- Be familiar with FSM strategy and its imperatives
- Promote appropriate sanitation technologies wisely
- Identify and disseminate lessons learned from FSM practice in South Africa and internationally
- Streamline and support Water Use License Application (WULA) processes for FS treatment and disposal
- Roll out and share the FSM strategy and tools.
By following these behaviours, this audience can:
- Promote the FSM strategy across the board, as it will be dependent on the success of everyone in the system – especially WSAs with whom DWS has a key relationship
- Play a part in avoiding the environmental risks (of open defecation/poor disposal of human waste)
- Fulfil people's rights as outlined in Section 24 of the Constitution and SDGs
- Practice "Batho Pele" principles of equal access
- Learn from each other.
