The project team has also produced a wide range of supporting reports that address some of the main problems in settlements in more detail. You can download these reports by clicking on the report name.

Report one - The Capacity Gap in Local Government
This report describes the gap between the capacity that is required to effectively manage waste services in local government, and the capacity that generally exists. It goes on to outline how this can contribute to the pollution problem from settlements.

Report two - The Financial Component of the Capacity Gap
This report outlines how the year-on-year cash flow deficit between the costs of managing waste services and the ability of the local authority to recover these costs contributes to the capacity gap. The report shows how the cumulative cash flow deficit can be equated to the risk of pollution, and then shows the effect of different levels of services and cost recovery scenarios on this risk of pollution.

Report three - The Economic Impacts of Pollution in Two Towns
This report describes the knock-on economic impacts of pollution in Grahamstown and Stellenbosch. These are described in terms of the increased health care costs, as well as the lost productivity associated with pollution related diseases. It shows how the health care costs of poorly functioning reticulated sewer systems can be greater than the costs associated with well functioning VIP systems.

Report four- An Assessment of the Non-payment problem
This report outlines some of the causes of the non-payment problem in Grahamstown, and the possible solutions to the problem.

Report five- Legal Considerations for Managing Pollution from Settlements
This report analyses the respective legal mandates various national and provincial departments, as well as local government have in the addressing the problems of pollution from settlements. In particular it looks at the legal instruments available to support the management of pollution of the water resource from settlements.

Report six - Opportunities for Awareness and Capacity Building
This report looks at the capacity and awareness building processes that are required to give effect to the structure-facilitated process in local government. The report also addresses the requirements of the National Qualifications Framework in this respect.

Report seven - The National Costs of Pollution from Settlements
This report addresses the national impacts of pollution from settlements in terms of increased treatment costs, increased health care costs, and increased operation and maintenance of waste systems.

Report eight - Planning to avoid Pollution from Settlements
This report looks at how settlements can be planned to minimize the potential impacts of pollution of the water resource.

Report nine - A Communication Strategy
This report outlines the strategy that was used to communicate the Dense Settlements Strategy in order to promote the national rollout of the approaches. It shows how peer-to-peer communication strategies were used to promote interaction between communities and local government officials.

Awareness Materials

The project has developed awareness materials to help communities understand the underlying causes of pollution in settlements better. These short documents are available in English, Afrikaans, isiZulu, and sesSotho. These documents explain the four waste streams, the underlying physical, social and institutional factors that cause problems in these waste streams by using simple practical problems.
